Check to see if there's a pre-made template. You might already know that you can download tons of. Go to Mailings Labels. In the Address box, type the text that you want. To use an address from your contacts list select Insert Address. To change the formatting, select the text, right-click, and make changes with Home Font or Paragraph. In the Label Options.

I can not find any address label templates in Pages. I have tried using the Avery for Mac templates, but only one row usually fits on the labels. Create address mailing sheets is so quick and easy. Addresses can be selected from your Contacts or typed in manually just for use in AddressLabels. Supports a wide variety of label sheet formats – all of the expected Avery-style sheets.

Print directly to envelopes. A large number of envelope sizes are supported. The Return address can be included on the envelope, as well as an image which can be placed in various positions.

AddressLabels will help you print off sheets of return labels very easily. You can type in the name and address exactly as you want it – or just select a name from your Contacts.
Images can be added to the labels, either by selecting from icons within the app, or from a jpg or png file on your computer. You can even select from your photos.

If you want to make a template for an address label in Microsoft Excel, you can. It's really using the wrong tool. You should be using Microsoft Excel as a pseudo database to merge with a Microsoft Word Primary document to create a printable secondary merge document. It's kind of odd that someone would want to print labels directly from Excel. I mean really, who has Excel, and doesn't have a copy of Word? Well, it's definitely doable.
